Business Licensing in Baltimore

Baltimore requires an Annual Business License administered by the Department of Finance, Bureau of Revenue Collections (200 N. Holliday St., Room 3; (410) 361-9690). The city-issued Annual Business License expires December 31 annually. Separately, most retail businesses must also obtain a Maryland state Trader's License from the Clerk of the Circuit Court (expires April 30, fee based on inventory value). The $60 fee stated in the current description is the Out-of-State Construction License fee and does not represent the general business license fee.

Important Dates & Deadlines

Renewal Due Date

The Baltimore City Annual Business License (administered by the Department of Finance) expires December 31 annually; written non-renewal notice is due 30–60 days before December 31. The separate Maryland state Trader's License (administered by the Clerk of the Circuit Court, not the Dept. of Finance) expires April 30.

Late Payment Penalties

For the Maryland Trader's License: late penalty is 10% of the license fee for the first month of delinquency plus 2% per month thereafter. Note: the $60 cited in the current entry is the Out-of-State Construction License fee for Baltimore City — it is not the general business license fee and is not a late penalty.
