Business Licensing in Phoenix

Phoenix requires a Transaction Privilege Tax (TPT) license for businesses engaging in taxable sales activities. Since January 1, 2017, ADOR serves as the single point of administration for state, county, and city TPT; businesses apply and renew through AZTaxes.gov. Initial license fee is $50 per location (non-refundable), due within 30 days of business start date; annual renewal fee is $50 due January 1 each year (delinquent after last business day of January). The $2-per-unit fee was specific to residential rental only and was eliminated effective January 1, 2025. Specialty regulated activities (pawn shops, massage establishments, entertainment venues, etc.) require separate City Clerk licenses.
